Iraya is a female black Felian which is met during the quest Law and Order and is the pickpocket The Watch is looking for. Depending on how you progress the quest you can influence her fate by granting her freedom, hand her over to the Town Watch, Merchant's Guild or enslave her yourself in which case she will be imprisoned at your camp.
